Major League Baseball has put new rules into play with their new collective bargaining agreement. Because of that, the Washington Nationals have a strict limit of what they can pay draft picks selected in the first 10 rounds. If the Nationals break this limit, they could be severely punished by either having future picks taken away or by a punitive tax.
The Nationals are allocated $4.4 million for their contracts for each player drafted in the first 10 rounds according to Baseball America.

This could be interesting to see how the teams will draft. The Nationals never made money too much an issue recently, but now with their lowest first round draft pick since drafting Chris Marerro with the No. 15 overall draft pick in 2006, what the prospect could be demanding for a starting salary could play a large role in who they draft.
